In a house, a leak is an event. Something failed, it gets repaired, and there is no particular reason to expect the next one soon.
In an interwar walk-up that reasoning does not hold, and the reason is simple enough that it is worth stating plainly. The riser in one of these buildings was installed once, for the whole block, at the same time. It has been sitting behind every wall since, carrying the same water at the same pressure, ageing at the same rate. When one flat gets a pinhole, the others are not unlucky. They are next.

1. One installation date, one clock
This is the whole argument and it is not complicated. A riser serving a block was installed as one job. The same material, from the same batch, fitted by the same people, on the same day.
Since then it has carried the same water, at the same pressure, in the same building, behind every wall it passes. There is no mechanism by which the section serving one flat would be materially younger than the section serving another.
So the failures do not arrive randomly across the building. They arrive as the material reaches the end of what it can do, which is roughly the same moment everywhere, with variation coming from the details rather than from age.
A section that runs hotter, or takes more movement, or was fitted awkwardly will go first. That decides the order, not whether the rest is affected.
2. What a pinhole actually tells you
A pinhole is a small perforation that seeps rather than bursts. It is not a dramatic failure and it is frequently found by the damage it has already done rather than by anybody hearing it.
What matters is that it is an end-of-life failure mode rather than an accident. Something did not get hit, or moved, or overloaded. The material simply reached the point where it could no longer hold, in the weakest available spot.
That is why the useful response to one is not only to repair it. It is to note the date, the location and what the failed section looked like, because that becomes the first data point in a pattern that is going to matter to the whole building.
3. Somebody has to keep the record, and in these blocks nobody does
In a building with a manager, a history accumulates automatically. In a small self-managed block it does not, because each leak is dealt with by whoever it happened to, and the next owner never hears about it.
So the building genuinely forgets. Unit 4 has a pinhole in one year and pays for it. Unit 7 has one the next year and pays for it, without either owner realising they are looking at the same problem. By the third or fourth, somebody usually notices, and by then several thousand dollars have been spent on repairs that told nobody anything.

5. Why patching indefinitely is the expensive option

- The damage before discovery. A seep is quiet, so each one has usually been running for a while before anybody found it.

None of that argues for renewing a riser at the first sign of trouble. It argues for making the decision deliberately at the second, with information, rather than by default at the fifth.
6. What an assessment actually gives a committee
A small self-managed committee is usually two or three owners who did not ask for the job and do not want to spend other people's money on a hunch. That is entirely reasonable, and it is why evidence matters more here than argument.
What we can give a committee is what is physically there: the condition of accessible sections, what the failed pieces looked like, where the installation is under most stress, and an honest view on whether this is a building at the start of a run of failures or one that has had two unrelated problems.
Sometimes that answer is reassuring, and that is a perfectly good outcome. What it is not is a sales conversation, and any assessment that arrives pre-committed to renewing everything should be treated accordingly.

Does one pinhole mean the whole riser needs replacing?
No, and anybody saying so off a single failure is overreaching. What one pinhole means is that the installation has reached the age where this happens, so the next one is worth treating as information rather than as another isolated event.
How long does copper last in a building like this?
It depends on the water, the pressure, the installation and how hard each section works, so we will not put a number on a building we have not looked at. What is fair to say is that an original interwar installation has had a very long run.
